They had some houses where the soldiers could meet, exchange information, hide themselves and the weapons. At this place, members of the Headquarters had meetings, order to attack the Independence Palace, The Embassy of the U.S, etc. Vietcong soldiers pretended to be workers at the Pho restaurants.
